
Be in the know about the leash laws in Norway.
Leash Law (loosely translated from “Informasjon om lokal forskrift til lov om hundehold)
There is a national leash-law that requires all dogs to be leashed while in public outdoor areas from 1 April to 20 August. This is to ensure that the dogs cannot hunt or harm eggs or the young of cattle, sheep, goats, poultry, deer, horses or other wildlife. Otherwise, a dog can run free only if fenced in on its owner’s property.
In Stavanger, the law states that dogs should always be leashed in these areas:
- The area around Mosvatnet and Vålandskogen
- The area around Litle and Store Stokkavatnet
- Sørmarka
- The stretch between Breivik and Hillevågsvatnet
- Byparken
- City Sentrum
- School and kindergarten grounds
- Church grounds
- Cemetary grounds
- Playgrounds
However, dogs in active service are exempt from these laws.
Punishment in breach of these laws can include fines or imprisonment up til one month.
There are information posts with doggy poo bags attached to them in various areas of Stavanger. Look out for changes in the law and be sure to use the doggy bags.

Fenced Dog Parks
There is one at Åsen/Vassåsveien. It is a huge fenced area where all dogs can run free. However, please note that it can be quite dirty and muddy when it rains. It might also be advisable to stay away from it during the flea and tick season.
